The cheapest heat you can buy

A quarter of an uninsulated home's heat leaves through the roof, and Teesside's housing stock leaks accordingly: Victorian terraces with original 50mm of compacted fibre, 1930s semis topped up twice since 1978 and still 100mm short, and new-builds that meet the minimum and nothing more.
