ECO4 grants in Teesside
ECO4 funds free insulation for eligible Teesside homes in 2026: qualifying benefits, or EPC D to G with low household income under LA Flex. Loft, cavity wall, internal wall and floor insulation all qualify. One survey establishes eligibility and scope; the work is done by TrustMark-registered installers at no cost to you.
Who qualifies
Two main doors into ECO4. The benefits route: someone in the household receives a qualifying benefit (Universal Credit, Pension Credit, Child Tax Credit and several others) and the home has a low EPC. LA Flex: the local council route for households not on benefits but on low income (typically under £31,000), or with health conditions worsened by cold homes. Middlesbrough, Stockton, Redcar & Cleveland and Hartlepool councils all participate, with slightly different declarations.
What's funded
ECO4 takes a whole-house approach, so a funded project often covers several measures at once: loft insulation, cavity wall fill, internal or external wall insulation for solid-wall homes, floor insulation, and sometimes heating upgrades alongside. For solid-wall Victorian terraces, the internal wall insulation that costs £4,000 to £8,000 privately is the measure most commonly funded in full.
How it actually works
Tell us about the property and the household circumstances. A survey confirms the EPC band, the measures that fit, and which funding route applies, then a TrustMark-registered installer does the work. No cost to the homeowner, and the paperwork is handled for you. If you don't qualify, the survey still leaves you with an itemised private quote, so nothing is wasted.
The honest caveat
Grant schemes change, funding pots empty mid-quarter, and eligibility rules shift. What is true today is checked live at the survey, not recited from a leaflet. If a scheme can't fund you, you hear it straight, with the private price alongside.
